First and foremost, take advantage of the empty plots of land in the region just outside your city (theres a tab for it next to the mini-map) - use these plots to build farms, quarries, mills etc. Then, level everything up. Level everything up to a pre-determined number, say, level 5 , for example. Yes it will take you a while, no it won't be a great deal of fun but in the long run you'll benefit from the resources and the resulting trade that you'll gain from doing this.
